$100 Million is the Hardcap. If you go over it, during the Offseason, you have until Sim #1 to get under it. If you go over it during the season, you have until the next Sim to get under it. So get your calculators out when trading.
The penalty for getting under it on time is that your leading scorer will be waived and put on the worst team from the previuos season, providing it has cap to take the player on.

actually, i thought we go to the next highest scorer on the team and see if a team under the cap is willing to take him on.

Yeah we could have a poll or something on that when it happens...which should be a rare case...
